Congressman Paul Ruiz talks about the need for health care on the border from the first time folks are intercepted.



Trying to prevent further tragedy he explains that people may have a condition such as diabetes and intervention is needed immediately. 



They can improve their system by having a way to communicate effectively, assess individuals for an emergency situation and a way to call a medical helicopter right away instead of loading someone on a bus for a long ride when they should be in an emergency room.



Time is life--that it is motto that he learned being an emergency room physician.
